ADP: Economy created 200,000 private-sector jobs in July

ADP's count of new private-sector jobs

It's that time of the month again. Come Friday, the Bureau of Labor Statistics will announce its seasonally adjusted count of jobs added to the U.S. economy in July. Or, actually, how many were added between about June 13 and July 12 since the bureau closes its data collection at mid-month for its report.

Two days before that report appears, however, in conjunction with Moody's Analytics, Automated Data Processing, a "human capital management" company, releases its own seasonally adjusted survey of jobs added or shed in the private sector. And even though it fails time and again to come up with a count that meshes closely with those of the BLS, economists and other analysts eagerly await the results each month. Today's ADP seasonally adjusted count for July? 200,000 new private jobs. That compares with the revised count of 198,000 private jobs added in June, originally reported as 188,000.

One valuable element of the ADP report is that it breaks down jobs gains or losses by the size of the company.

Unlike the ADP report, the BLS survey covers both private- and public-sector jobs. The consensus of a small group of experts surveyed by Bloomberg is that the BLS will report Friday that, seasonally adjusted, 175,000 new jobs were added July. But for the past four-plus years, the consensus has been wrong about as often as the ADP report has.

For some time now, the BLS report itself has come under considerable criticism, including from the former chief of the bureau from 2008-2012, Keith Hall. He first made his criticisms publicly known last October.

More analysis of the job report can be read below the fold.

It's not a conspiracy, as former GM CEO Jack Welch would have it, nor BLS statisticians distorting the numbers themselves. Rather it is, as I?and other critics with far better credentials?have said for several years, a question of emphasis, of formula and of the bureau's presentation. All that encourages media outlets to focus on two numbers, the headline numbers, pretty much to the exclusion of the wealth of other data included in the BLS report. Those two are the number of payroll jobs businesses report they have created (again, seasonally adjusted by formula) and the unemployment rate.

But as we critics have repeatedly noted, and Keith Hall now concedes, the numbers are tallied in such a way that it's too easy for one to be considered employed and too hard to be considered unemployed. For instance, if you report to the BLS surveyors that you worked one hour a week, you are counted as employed. If you still want a job but you've been turned down so many times you've given up looking for more than a year, you aren't counted at all. You're considered out of the labor force altogether. And that skews the headline numbers.

Simply stated, if there are 1,000 people in the labor force and 100 of them aren't working, the unemployment rate is 10 percent (100 ? 1,000 = 0.10). But if 50 of those 1,000 job seekers stop looking for work out of frustration, they are considered no longer in the labor force, which now clocks in at 950. The unemployment rate thus falls to 5.3 percent (50 ? 950 = 0.53).

A rate that falls from 10 percent to 5.3 percent makes for a good headline. But it doesn't make for a good economy if those 50 drop-outs still want a job but are too discouraged by rejections to keep looking for one.

And that, as Keith Hall said in an interview with the New York Post earlier this month, is what's been happening over the past several years. Just as many critics have been saying for years. We've seen a steep drop since the Great Recession begain in the "labor-force participation rate," which is the proportion of the population that is in the labor force, and the "employment-population ratio," which is the proportion of the population that is employed.

Result: The count of the jobless is "artificially low," perhaps 3 percentage points too low, according to Hall. Since the official unemployment rate is currently 7.6 percent, Hall puts the "real" rate at 10.6 percent. Stated another way, instead of 11.8 million being unemployed, 16.5 million are.

Add in those who work part-time jobs even though they want full-time jobs, and underemployment plus unemployment ratchets up the numbers to at least 23 million and probably closer to 25 million.

GRANGES-PRES-MARNAND, Switzerland ? Two trains collided at Granges-pr?s-Marnand in the Swiss canton of Vaud on Monday evening, injuring about 40 people, four seriously, Swiss news agency ATS reported.

A Reuters photographer at the scene said the trains had collided head on. There was no immediate report of any deaths in the crash.

Penang has changed for good in the past few years. More places for good food and more hotels are opening on the island. To drive from Kuala Lumpur to Penang, it should take less than five hours drive (without speeding) with leisure speed and it will take an hour for a plane ride. We chose to drive because we wanted to travel freely on the island.

It didn?t take us long to reach Park Royal Hotel. Even though the exterior looks the same but the interior is a world of its own. I always feel that hotel services in Malaysia fares poorer compare to our neighbours but in Park Royal Penang they proved me wrong. Doormen and front desk staffs were helpful and friendly.

VANCOUVER, British Columbia ? Second-half substitute Antoine Hoppenot scored in the 85th minute to give the Philadelphia Union a 1-0 victory over a Vancouver Whitecaps side that played with 10 men most of Saturday night.

The Union (9-6-7) remained unbeaten in three games, while the Whitecaps (9-7-5) lost their second straight game.

Hoppenot scored off a Union counterattack moments after goalkeeper Zac MacMath had robbed Whitecaps striker Camilo at the other end.

The Whitecaps were a man down from the 8th minute, when midfielder Jun Marques Davidson received a red card for head-butting Keon Daniel in the back. The incident resulted after Keon kicked the ball while Davidson was on top of it after a whistle.

Daniel received a yellow card for the infraction and had turned to walk away following a confrontation with Davidson when the Whitecaps player struck him.

Davidson, Whitecaps players and coach Martin Rennie protested the ejection to no avail. Following the incident, Daniel was booed every time he touched the ball before subbing out in the second half.

Despite being short-handed, the Whitecaps had several scoring chances. In the 15th minute, midfielder Russell Teibert lobbed Kenny Miller?s pass over MacMath ? and the net.

In the 27th minute, Vancouver?s Young-Pyo Lee shot over the net after taking a pass from Russell Teibert. Seven minutes later, Whitecaps striker Kenny Miller sent a header wide of the net.

Vancouver also had scoring chances in the second half, but MacMath turned them away.

The Whitecaps were fortunate not to lose goalie Brad Knighton after he and Union captain Jack McInerney knocked heads in the 24th minute. Knighton lay face-down on the ground for a few moments, kicking the grass in pain and was tended by trainers, but stayed in the game. Continued...

McInerney received a yellow card for his involvement.

Pope speaks out on Amazon during Brazil trip

RIO DE JANEIRO (AP) ? Pope Francis took on the defense of the Amazon and the environment near the end of his weeklong trip to Brazil, as he donned a colorful Indian headdress Saturday and urged that the rainforest be treated as a garden.

The pontiff met with a few thousand of Brazil's political, business and cultural elite in Rio de Janeiro's Municipal Theater, where he also shook hands with Indians who said they were from a tribe that has been battling ranchers and farmers trying to invade their land in northeastern Bahia state.

In a separate speech to bishops, the pope called for "respect and protection of the entire creation which God has entrusted to man, not so that it be indiscriminately exploited but rather made into a garden."

He also urged attention to a 2007 document by Latin American and Caribbean bishops that he was in charge of drafting, which underscored dangers facing the Amazon environment and the native people living there. The document also called for new evangelization efforts to halt a steep decline in Catholics leaving for other faiths or secularism.

"The traditional communities have been practically excluded from decisions on the wealth of biodiversity and nature. Nature has been, and continues to be, assaulted," the document reads.

Several of the indigenous people in the audience hailed from the Amazon and said they hoped the pope would help them protect land designated by the government as indigenous reserves but that farmers and ranchers illegally invade for timber and to graze cattle. In fact, grazing has been the top recent cause of deforestation in Brazil.

"We got credentials for his speech and attended so we could tell the pope what's happening to our people," said Levi Xerente, a 22-year-old member of the Xerente tribe in Tocantins state in the Amazon, after he attended the pope's speech. "We hope that he will help intervene with the government and stop all the big public works projects that are happening in the region."

Xerente, speaking in broken Portuguese, said the biggest threats to Indians in the region were big agribusiness invading land and the government's own massive infrastructure projects, including the damming of rivers for hydroelectric power generation and roads being carved out of the forest, often to reach giant mines.

Francis thanked Brazilian bishops for maintaining a church presence in the rugged and vast Amazon, which is about the size of the United States west of the Mississippi River. But he pushed church leaders to refocus energies on the region.

"The church's work needs to be further encouraged and launched afresh" in the Amazon, the pope said in prepared remarks, urging an "Amazonian face" for the church.

He cited the church's long history of working in the region.

"The church's presence in the Amazon basin is not that of someone with bags packed and ready to leave after having exploited everything possible," he said. "The church has been present in the Amazon basin from the beginning ... and is still present and critical to the area's future."

Catholic priests and nuns have taken up the causes of Indians and of poor subsistence farmers in the Amazon, often putting themselves in danger. Violent conflicts over land rights are common in the region, where wealthy farmers and ranchers are known to hire gunmen to intimidate people into leaving land the government has often set aside as reserves for their use.

In 2005, U.S. nun and Amazon land-rights defender Dorothy Stang was murdered by one such gunman in the state of Para. Two ranchers were later convicted of ordering her murder so they could control a parcel of land the government had ceded to a subsistence farming group Stang worked with.

Apple to investigate death of woman who answered iPhone while it charged

Apple is investigating an accident in which a Chinese woman was killed by an electric shock when answering a call on her iPhone 5 while it was charging, the US technology company said.

Last Thursday, Ma Ailun, a 23-year-old woman from China?s western Xinjiang region and a flight attendant with China Southern Airlines, was electrocuted when she took a call on the charging mobile telephone, the official Xinhua news agency quoted police as saying.

?We are deeply saddened to learn of this tragic incident and offer our condolences to the Ma family. We will fully investigate and co-operate with authorities in this matter,? Apple said.

Apple declined to comment on details, such as whether this was an isolated case.

Ma?s sister tweeted on Sina?s microblog saying that Ma collapsed and died after using her charging iPhone 5 and urged users to be careful, a message that went viral on the site.

She said: ?Hope Apple can give an explanation!

?What a shame, to pass away like this.?

Xinhua said local police had confirmed Ma died of electrocution but ?have yet to verify if her phone was involved?.

In April, Apple apologised to Chinese consumers and altered iPhone warranty policies in its second-biggest market when its after-sales service suffered more than two weeks of condemnation by the state-run media. Chinese consumers had to pay about $80 for new back covers for their devices, even though they were free in other markets, local media reported.

In a letter in Chinese at the time, chief executive Tim Cook said: ?We sincerely apologise for any concerns or misunderstanding,? adding Apple has ?many things we have to learn? about operating in the country.

Last week a Swiss woman has claimed that her Samsung Galaxy S3 exploded, causing severe burns on her leg.

Fanny Schlatter, 18, told the Swiss daily Le Matin that she was carrying her phone in her pocket when it combusted.

She said it ripped off her trouser leg and gave her ?severe? burns.

Ms Schlatter is planning to make a legal complaint against Samsung.

A company spokesperson said: ?Once we have gotten hold of the product in question, we will conduct a thorough examination to determine the exact cause of this incident.?
